【摘要】 目的 在军队改革背景下 ，研究军队疗养机构在全文员编制条件下抽组康复医疗队的基本模式 ， 探讨军事效益 。 方法 分析康复医疗在平战时发挥的重要作用 ，探讨我军康复医疗队抽组的必要性 、可行 性 ，研 究 提 出 全 文 员 康 复 医 疗 队 抽 组 的 基 本 模 式 和 建 议 方 案 。 结果 军 队 疗 养 机 构 具 备 抽 组 康 复 医 疗 队 的 法 理 依 据 、现 实 条 件 ，具 有 抽 组 必 要 性 ，康 复 医 疗 队 基 本 抽 组 模 式 建 议 包 括 ：平 战 时 职 能 任 务 、指 挥 体 系 、组织架构 、工作模式等 。 结论 抽组康复医疗队 ，贯彻预防大于治疗的理念 ，是疗养机构积极适应职能 转 变 、使 命 拓 展 的 有 力 举 措 。 通 过 开 展 专 业 化 的 前 出 保 障 、伴 随 保 障 ，可 促 进 康 复 力 量 前 出 一 线 、早 期 介 入 ，弥补现有康复卫勤力量的不足 ，有效减少军费的医疗支出 ，提升部队官兵训练伤防治水平和战创伤康 复水平。

【Abstract】 Objective Under the background of military reform, to study the basic mode of drawing up rehabilitation medical teams in military convalescent institutions under the condition of full civilian personnel,and to explore the military benefits. Methods The important role of rehabilitation medicine in peacetime and wartime was analyzed,the necessity and feasibility of drawing up rehabilitation medical teams in our army was explored, and the basic mode and suggestion scheme of selecting group of the full civilian personnel rehabilitation medical team was studied and proposed. Results Military convalescent institutions have the legal basis and realistic conditions for drawing up rehabilitation medical teams,and it is necessary to select groups.The basic selection mode of rehabilitation medical teams includes: peacetime and wartime functions and tasks, command system, organizational structure, and working mode. Conclusion It is a powerful measure for convalescent institutions to adapt to the transformation of functions and mission expansion to carry out the concept of prevention over treatment. By carrying out professional forward and accompanying support, it can promote the front line and early intervention of rehabilitation forces,make up for the shortage of existing rehabilitation health service forces,effectively reduce military medical expenditure,and improve the level of training injury prevention and treatment and war trauma rehabilitation of troops.
